Bhamaputra Cracker and Polymer Ltd

The Assam Gas Cracker Project was proposed as a part of implementation of Assam Accord signed by Government of India on 15th August, 1985.
The Assam Gas Cracker Project has been approved by Cabinet Committee on Economic Affairs in its meeting held on 18th April, 2006 under an equity arrangement of GAIL (70%), OIL (10%), NRL (10%) and Govt. of Assam (10%) with a project cost of Rs. 5460.61 crores in which capital subsidy is Rs.2138 Crores. The project schedule for completion of the project is 60 months.
The site selected for Assam Gas Cracker Project is at Lepetkata, 15 km from Dibrugarh town on NH37 along river Sessa in Assam. A Joint Venture agreement has been signed on 18.10.2006 and the company 'Brahmaputra Cracker and Polymer Limited' was registered on 08.01.2007. Dr. Manmohan Singh, Hon'ble Prime Minister of India laid the foundation stone of this project on 9th April, 2007.

Present status of Assam Gas Cracker Project
The Govt. of India has also approved the capital subsidy of Rs. 2136 crores and feedstock subsidy of Rs. 908.91 for a period of 15 years for the project with exemption of excise and income tax for 10 years.

The acquisition process of 3030 Bighas has been taken up through 10 Nos. of land acquisition cases and notification under 6(1) have already been published. The State Government has identified the land for township for the project. Zirat enumeration has been completed on 10th October, 2006 and estimate for all the cases have already been approved by the Revenue dept. The District Administration has finalized the award list for handing over possession of the land to the Joint Venture Company. The Government of Assam has sanctioned Rs. 59 crores
to meet the value of land to be converted into equity participation in the project by the Government. Moreover Rs. 18 crores has been handed over to the District Administration for payment of land value to the Pattadars. The ceiling of Rs. 41 crores has already been obtained and same will be handed to District Administration to complete all the land acquisition process.
