The Burdwan Development Authority formed in the year of 2002 is a statutory authority under the Government of West Bengal formed under Town and Country Planning Act, 1979 covering an area of 157.62 Sq. Km, accommodating about 4.07 lakh populations. It is located in the south east part of Bardhaman district, 107 km north-west of Kolkata Metropolitan Area (KMA). The Bardhaman Planning Area consists of Bardhaman Municipal Area and its adjoining villages located in five Gram Panchayats under Bardhaman- I (i.e. Rayan- I, Kshetia, Baghar- II, Saraitikar, Belkash) Panchayat Samity and two Gram Panchayats (i.e. Baikunthapur- I & Baikunthapur-II) in Bardhaman- II Panchayat Samity. Actually, it spreads overs 63 mouzas full or part as the case may be.

Since its inception, BDA has taken initiative to formulate innovative schemes in such a way so that all round & sustainable development (particularly in respect of infrastructural development) take place which will, in turn, mitigate the problems of an old heritage town like Burdwan and also in its adjoining areas.
