National Rural Infrastructure Development Agency invites applications for appointment on Deputation/Contract basis for the following posts/positions:-

1. Name of Post: Director (Finance and Administration)

2. Number of Post: 01

3. Eligibility: Candidates should hold regular post in scale(s) as per the criteria given below in Central / State Government / PSUs / Autonomous Bodies:

a) analogous post in Level 14 of 7th CPC Pay Matrix (pre-revised Pay Band-4 with Rs 10,000 Grade Pay) Or

b) Equivalent post in Level 13 of 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay of Rs.8,700) with 4 years of regular service in the grade.

4. Educational/ Professional Qualification: A Graduate preferably a Post Graduate in Commerce/Business Administration/Humanities

5. Experience: Should have about 10 -15 years experience in Finance and Administration in Central Government, fully conversant with Finance Planning and Management, Budgeting, Audit and Accounts, Administration and Establishment Matters

b) post of Superintending Engineer or equivalent in Level 13 of 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay Rs.8700) with minimum 2 years of regular service in the grade Or

c) post of Superintending Engineer or equivalent in Level 12 of 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 7600) with minimum 4 years of regular service in the grade. Or

d) post of Executive Engineer (EE) or equivalent in Level 11 of 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 6600) with minimum 7 years of regular service in the grade.

4. Educational/ Professional Qualification: Degree in Civil Engineering from a recognised Institution/University. Persons holding a post Graduate Degree or above in Highways Engineering/Transportation Engineering or Civil Engineering with specialization in the related areas of Civil Engineering works in road construction will be preferred.

5. Experience: The officer should have a minimum of 5 years experience in Civil Engineering Works related to the Field of activity in road construction and should be conversant with Project Appraisal, Monitoring and Evaluation of Projects, Technical specifications etc. in road construction in Central/State Govt./PSUs.

b) post of Under Secretary or equivalent in Level 11 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs.6600) with minimum 3 years of regular service in the grade Or

c) post of Assistant Director or equivalent in Level 10 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 5400) with minimum 5 years regular service in the grade.

4. Educational/ Professional Qualification: A Graduate preferably a Post Graduate in Humanities/ Commerce/ Business Administration.

5. Experience: The officer should have a minimum of 5 years experience in any Ministry /Department of Central/State Government/ PSU /Autonomous Body in the field of Commercial/Public Works Accounting, Statutory & Internal auditing, establishment matters, budgeting and expenditure management, contract management, financial management of externally aided projects, procurement of goods & services etc.

The rural road connectivity is a key component of rural development, which promotes access to economic and social services and thereby generating increased agricultural income and productive employment opportunities in rural India as well as ensures sustainable poverty reduction program.

The Ministry of Rural Development (MoRD) is involved with the task of reducing poverty and bringing about rapid sustainable development and socio-economic transformation in rural India. To enable the process of developing rural India, various schemes are being implemented across the districts of the country. As a part of this, Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched to increase rural road connectivity with a view to promote greater access to economic and social services and thereby, generating increased economic and social opportunities in rural India.

The Ministry of Rural Development has undertaken a quick assessment of the socio-economic impact of the Pradhan Mantri Gram Sadak Yojana (PMGSY) on the lives of rural people in selected states of Assam, Himachal Pradesh, Madhya Pradesh, Mizoram, Orissa, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.

CMI Social Research Centre was assigned the task of conducting the impact assessment in Assam and Mizoram, Development Research Services Pvt Ltd undertook the study in Madhya Pradesh, Agricultural Finance Corporation under took the study in Orissa, Santek Pvt. Ltd under carried out the study in Himachal Pradesh and Rajasthan, RITES Pvt. Ltd undertook the study in Tamil Nadu, OASES undertook the study in the state of Uttar Pradesh and TNS MODE was assigned the task of conducting the study in West Bengal.
