Eligibility Criteria & Educational Qualification

Educational Qualification (Project Manager):

• MCA, M.Tech, or an equivalent recognised postgraduate qualification in Computer Science, Information Technology, Engineering, or a closely related discipline from a recognized University/Institute.
• Applicants with an equivalent qualification must submit an equivalency certificate issued by the competent authority; applications without it will not be considered.

Experience Requirement (cut-off date: 13 November 2026):

• Minimum 10 years of relevant experience in the IT industry, including substantial experience in project or programme management.
• Proven experience delivering enterprise software platforms and cloud-native solutions.
• Experience leading multidisciplinary delivery teams of 20 or more members.
• Demonstrated ability to manage project scope, schedules, budgets, resources, risks, and quality.
• Experience translating business requirements into scalable solutions with measurable outcomes.
• Proven experience managing delivery in Agile environments.

Desirable Qualifications:

• Recognised project management or Agile certifications (PMP, PRINCE2, or equivalent).
• Experience delivering products or platforms incorporating AI capabilities.
• Experience in public-sector digital transformation or regulated environments.

Additional Conditions:

• Only candidates professing the Hindu religion are eligible.
• Applicants must be citizens of India.
• The upper age limit is 50 years as on 13 November 2026, with no age relaxation for any category.

Selection Process & Screening Clause

CMD reserves the right to determine the selection process based on programme requirements. The process may include any or a combination of the following stages:

• Application Screening: Initial shortlisting based on eligibility, qualifications, and experience.
• Criteria-Based Screening: Shortlisting against defined scoring criteria at all stages.
• Written Test: If deemed necessary by CMD.
• Skill Test / Proficiency Test: Practical or technical assessment.
• Interview: Personal interview for final evaluation.

CMD/PMU-TDB reserves the right to set cut-off marks and shortlisting rules at all stages. Only shortlisted candidates will be intimated by email, SMS, or phone call. Call letters, where applicable, will be sent to the registered email ID.

No Travel Allowance or Daily Allowance (TA/DA) is mentioned in the notification for this recruitment process.

Required Documents & Instructions for Candidates

• Educational Certificate: Upload the original or provisional certificate issued by a competent authority. Mark sheets, consolidated mark sheets, or statements are not accepted; such applications will be rejected.

• Signature: Full signature made on white paper, scanned to less than 50 kB in *.JPG format only. Initials are not sufficient, and a signature in capital letters is not permitted.
• Photo ID Proof: Valid government-issued photo ID (Aadhaar / Voter ID / PAN) for verification stage.
• Keep active a valid personal email ID and mobile number throughout the recruitment process; check spam/junk folders for messages.
• Applications with blurred or illegible photographs or signatures, or with ambiguous experience certificates, will be rejected.
• If particulars in the online form do not tally with original documents, candidature will be rejected. False information at any stage makes the candidature or appointment liable to cancellation.
