Sub: Filling up of the Post of Managing Director, Kamarajar Port Ltd., Ennore, a wholly owned subsidiary of Chennai Port Authority-Calling forApplications - Reg Chennai Port Authority invites applications for the post of Managing Director, Kamarajar Port Limited (KPL) in the scale of pay of Rs.1,80,000-3,20,000 on deputation basisfrom the eligible Officers of All India Service / Central Services Group 'A' officers and from eligible Port Officers working in Major Ports.KPL is a wholly owned subsidiary of Chennai Port Authority.
1. Name of the Post: Managing Director
2. Remuneration: The All India Service / Central Services Group 'A' officers will carry their parent cadre pay scale and the Port Officers will carry the pay scale of Rs.1,80,000 - 3,20,000 (in IDA pattern) as MD of KPL.
3. Responsibility: The Managing Director of the Port is a whole time key managerial personnel and is the Chief Executive Officer of the organization in all aspects of Port functioning. He is also a Director of the KPL Board. He is required to exercise administrative and financial powers and also to supervise the functioning of various departments of the Kamarajar Port Limited.
4. Experience: Wide administrative experience and general managerial ability Experience and talent in man-management; Experience and ability in Financial Management Ability to formulate and implement development plans and also to prepare broad perspective plan for development of a Port; Ability to co-ordinate with various agencies such as State Governments, the Law and order authorities, different agencies of Central Government such as Customs, Railway, Ministry of Labour etc.; and Experience and ability in personnel management and understanding of establishment matters.

1. The landlord port is characterized by its mixed public-private orientation. Under this model, the port authority acts as regulatory body and as landlord, while port operations (especially cargo handling) are carried out by private companies. Today, the landlord port is the dominant port model in larger and medium sized ports.
There are more than 2,000 seaports active throughout the world to cater to the requirements of sea borne cargo. With the growing move for privatisation of the seaports all over the world subsequent to reforms, private sector participation in operations and infrastructure activities of seaports has increased substantially over the last few years. This has resulted in a radical change in the organisational model of ports, converting from Service Port model to Landlord Port model, where port authority retains the port infra-structure and regulatory functions, whereas the port services are provided by private operators.
The port authority constitutes a landlord, which manages the basic port assets by letting land and infrastructure to port operators in an efficient manner. The Landlord Port in this model would be involved in planning, lease negotiation, safety, navigation and overall coordinating functions. Cargo services, marine service, ancillary services, berths etc are privatised on captive/BOT basis to the primary port users. Port operators and other undertakings which need to be located in the Port, lease the land, infrastructure and associated services and provide them to the secondary users - cargo owners, ship owners and cargo ship owners.
