Educational Qualification: M.Sc, Retired Staff

Applications are invited for engagement of two Consultants (Forestry & Wildlife); one Consultant (Under Secretary); one Consultant (Sr. Accounts Officer); and one Consultant (Section Officer) in the National Compensatory Afforestation Fund Management Authority (National Authority), Ministry of Environment, Forest and Climate Change, New Delhi.

1. Post Name: Consultant (Forestry and Wildlife) - 02 posts

2. Duties and Responsibilities

a. Assisting the National Authority in examining the Annual Plans of Operation (APO) received from the States;

b. Assisting the National Authority in appraisal of schemes;

c. Assisting the National Authority in identification and assessment of areas in which new schemes can be designed and providing necessary data and research support for the same; 

d. Facilitation and coordination for wider discussions on designing of schemes through workshops and seminars; preparation of scheme draft;

e. Assisting the National Authority in designing a research and development component under the Authority and supporting research on state specific priority areas;

 f. Providing data and research support for preparation of new schemes;

g. Assisting the National Authority in carrying out reforms in CAF Act,2016 and CAF Rules, 2018; 

h. Organizing meetings, workshops etc. and coordinating with State CAMPA and other organizations; 

i. Any other work assigned by the CEO, National Authority.

3. Essential

a. Master’s degree in Forestry/Forest Management/Wildlife Management from a recognised university;

b. 5-10 years of experience of working in forestry/wildlife related projects;

c. Knowledge of policies and legislation relating to forests, wildlife and biodiversity conservation;

d. Proficiency in computer operations and MS office applications;

e. Strong written and verbal communication skills.

4. Desirable: PhD in Forestry/Forest Management/Wildlife Management from a recognized university.

5. Consolidated remuneration: Rs. 80,000/- Per Month.

2. Qualification and Experience

a. Officers retired as Under Secretary in the Government of India;

b. The knowledge of M.S. Office;

c. Experience in the relevant field for a period of 5 years

3. Consolidated remuneration: Rs. 80,000/- Per Month

 

1. Post Name: Consultant (Sr. Account Officer (AO)) - 01 post

2. Qualification and Experience

a. Officers retired as Sr. Account Officer in the Government of India;

b. The knowledge of M.S. Office;

c. Experience in the relevant field for a period of 5 years

3. Consolidated remuneration: Rs. 80,000/- Per Month

4. Duties and Responsibilities 

a. Assisting the National Authority in maintenance of accounts, head-wise reconciliation of compensatory levies deposited in the National Fund and its transfer to the States;

b. Assisting the National Authority in examination of APO/ proposals received from financial angel;

c. Assisting the National Authority in devising a transparent system for inspecting and undertaking financial audit of works executed by utilising fund released by the National Authority and state Authorities in the states/UTs;

d. Examining audit reports and preparation of replies to audit objections, facilitating completion of audit;

e. Coordinating with the States and with the other Divisions of the Ministry to prepare replies to audit and address audit objections;

f. Liaison with the States/Budget Section/P&AO/IFD of the Ministry; 

g. Economic analysis of APOs, schemes, projects and their cost benefit analysis etc; 

h. Providing assistance to the National Authority in procurement of goods and services as per the guidelines of the Govt. of India;

a. Officers retired as Section officer in the Government of India;

c. Experience in the relevant field for a period of 5 years.

3. Consolidated remuneration: Rs. 60,000/- Per Month
