Understanding 7th Pay Commission Components
1. Basic Pay & Pay Matrix
Under the 7th Central Pay Commission (CPC), the system of Pay Bands and Grade Pay has been replaced by a new Pay Matrix. The matrix comprises 18 Pay Levels, where Level 1 corresponds to the lowest entry pay (₹18,000) and Level 18 represents the Cabinet Secretary level (₹2,50,000).
2. Dearness Allowance (DA)
Dearness Allowance is paid to compensate for inflation. It is calculated as a percentage of your Basic Pay. The rate is revised twice a year, typically in January and July, based on the All India Consumer Price Index (AICPI).
- The current DA rate (as of Jan 2024) is 50%.
- When DA crosses 50%, HRA rates and certain allowances are automatically revised upwards.
3. House Rent Allowance (HRA)
HRA depends on the city you are posted in. Cities are classified into X, Y, and Z categories based on population.
| City Class | Population | HRA Rate | Revised HRA (if DA > 50%) |
|---|---|---|---|
| X (Metro) | 50 Lakh + | 24% | 30% |
| Y (Tier-2) | 5 - 50 Lakh | 16% | 20% |
| Z (Others) | Below 5 Lakh | 8% | 10% |
4. Transport Allowance (TA)
Transport Allowance is provided to cover commuting costs. The amount is fixed based on your Pay Level and the city category (Higher TPTA Cities vs Others).
| Pay Level | Higher TPTA Cities | Other Places |
|---|---|---|
| Level 9 and above | ₹ 7,200 + DA | ₹ 3,600 + DA |
| Level 3 to 8 | ₹ 3,600 + DA | ₹ 1,800 + DA |
| Level 1 and 2 | ₹ 1,350 + DA | ₹ 900 + DA |
* Employees in Level 1 & 2 with pay ₹24,200+ get Level 3 rates.
5. Major Deductions (NPS)
National Pension System (NPS): For employees who joined after 2004, 10% of (Basic Pay + DA) is deducted every month towards NPS. The government contributes 14% to this account.
Other common deductions include CGEGIS (Group Insurance) and Professional Tax, which vary by state and level.
Fitment Factor
2.57
The 7th CPC recommended a uniform fitment factor of 2.57 to convert 6th CPC Basic Pay to the new structure.
Net Salary = (Basic + DA + HRA + TA) - (NPS + PF + Taxes).
Entry Basic for Level 1 is ₹18,000.
DA is fully taxable. HRA is exempt subject to rent receipt rules.
