Applications are invited from the eligible officers for filling up two vacancies to the post of Joint Director (Technical), a General Central Service, Group 'A' Gazetted, Non-Ministerial post in Level-12 of the Pay Matrix in the Directorate of Sugar & Vegetable Oils — an attached office of the Department of Food & Public Distribution, Ministry of Consumer Affairs, Food & Public Distribution, by Deputation (including short-term contract).

5. Eligibility conditions for appointment on Deputation (including short- 6. term contract) basis: Officers under the Central Government or State Governments or recognized Universities or Public Sector Undertakings or Autonomous or Statutory organizations or research institutions fully or substantially controlled by the Central or State Governments:-

(a)(i) holding analogous post on a regular basis in the parent cadre or department; or

(ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in level 11 (Rs. 67,700-2,08,700) in the pay matrix; and

(b) Possessing the following educational qualifications and experience:-

(i) Bachelor of Engineering or Bachelor of Technology in Oil or Degree in Science with postgraduate Diploma in Sugar from a recognized University or Institute; and

(ii) having five years Experience in sugar or edible oils sector in an institute or organization under the Central Government or State Governments or recognized Universities or Public Sector Undertakings or Statutory or autonomous Organisation or research Institutions fully or substantially controlled by the Central or State Governments.

6. Place of Posting: The place of posting will be Directorate of Sugar & Vegetable Oils (located at Krishi Bhawan, New Delhi) but liable to be posted anywhere in India.

7. Duties attached to the post: Sugar

(i) Overall scrutiny of proposals for setting up new sugar mills.

(ii) Allotment of short name/ plant code to the newly established sugar mills.

(iii) Processing of research project for grant in-aid for research work relating to development of sugar industry.

(iv) Examination of expansion proposal of Sugar Mills to increasing cane crushing capacity, Extension of IEM and matters connected with import/ export of Sugar, Ethanol etc.

Oils (i) Overall monitoring of import/ export duty structure, availability and consumption of edible oils in the country. (ii) Overall monitoring of Vegetable Oil Products, Production and Availability (Regulation) Order, 2011.

Department of Food & Public Distribution is one of the two Departments under the Ministry of Consumer Affairs, Food & Public Distribution. The Ministry is under the charge of Shri Pralhad Joshi, Union Hon’ble Minister of Consumer Affairs, Food & Public Distribution with effect from 11th June, 2024, Shri B. L. Verma, Minister of State for Consumer Affairs, Food & Public Distribution and Smt. Nimuben Jayantibhai Bambhaniya, Minister of State for Consumer Affairs, Food & Public Distribution both with effect from 11th June, 2024.

The main function of this Department is to ensure food security for citizens of the country. The basic concept of food security globally is to ensure that all people, at all times, should get access to the basic food for their active and healthy life and is characterized by availability, access, utilization and stability of food.

The other functions of the Department are
Formulation and implementation of national policies relating to procurement, movement, storage and distribution of food grains

Implementation of the Public Distribution System (PDS) with special focus on the poor

Provision of storage facilities for the maintenance of central reserves of food grains and promotion of scientific storage

Formulation of national policies relating to export and import, Food grain stocking norms, quality control and specifications of food grains

Administration of food subsidies relating to rice, wheat and coarse grains

Policy matters relating to sugar and sugarcane sector, fixation of Fair and Remunerative Price (FRP) of sugarcane payable by sugar factories, development and regulation of sugar industry (including training in the field of sugar technology)

Monitoring, price control and supply of edible oils.
