Subject: Engagement of Consultants (Scientific) in the Department of Biotechnology - reg. The Department of Biotechnology (DBT) invites applications from Professionals for engagement of Consultants (Scientific) on contract basis, initially for a period of one year from the date of engagement which may be extended, subject to the need of the Department and satisfactory performance. Prospective candidates need to apply with the credentials and their applications will be screened before the interview. 1. Post Name: Consultants (Scientific) 2. Number of positions: 02 3. Period of Contract: For a initial period of 01 year which can be extended upto 3 years - one year at a time 4. Remuneration (per month): Rs 70,000/- (Fixed), No other allowances will be admissible. 5. Education qualification: Essential Professional having Ph.D. Degree in allied areas of Biological and Chemical sciences. 6. Experience: Consultants should be professionals having a Ph.D. Degree in the relevant subject with minimum of 2 years of relevant experience in Programming and Data Analytics and Statistics, Scientific communication and policy matters, Scientific Management 7. Job description: Consultants will be required to provide high quality inputs in the specific areas of responsibility assigned by the Division Head. This includes (i) Capability to write programs and carry data analytics and statistical analysis. (ii) Science writing, social media and or infographics and Policy matters (iii) Capability to read wide ranging papers, analysis and make concise notes and reports. 8. Other Allowances: The Consultants (Scientific) will not be eligible for Government Accommodation or House Rent Allowance, residential phone/ conveyance/ transport, foreign travel, personal staff, medical reimbursement, CGHS facility etc. 9. Leave: The consultants shall be entitled to leave of 8 days in a year on pro-rata basis. Additional leave without remuneration would be permitted upon approval by the reporting officer.

1. The selection of Consultants shall be made in accordance with the provisions contained in GFR 2017 Rule 178,180,181,185,195 and Chapter 7- Selection of Individual Consultants (para 7.1 and para 7.2) of Manual of Policies and Procedure of Employment of Consultants. The requirement of DBT will be advertised on the website of the Department.
2. All the applications received in response to the vacancies advertised will be scrutinized and shortlisted by Screening Committee, in accordance with eligibility and other conditions prescribed by the Department and in the light of Consultancy Guidelines.
3. The composition of the Screening Committee will be as under:- a) JS (A) / Scientist (at the level of JS) - Chairman b) Two Scientists ‘G’ from DBT/AIs - Member c) Dy. Secretary (Estt.)/ US (Estt.) - Member Secretary
4. Thereafter, shortlisted candidates will be called for interview by the Selection Committee consisting of the following:-
a) Secretary, DBT - Chairperson
b) Joint Secretary (Admin.) - Member
c) Two Scientists 'G' from DBT/AI - Member
d) DS (Estt)/ US (Estt) - Member Selection Committee would recommend a panel of 3 names for each position (1 selected and 2 waitlisted persons) per vacancy. The panel would be valid for a period of one year

The remarkable march of India into the world of biosciences and technological advances began in 1986. That year, the then Prime Minister of the country, late Rajiv Gandhi accepted the vision that unless India created a separate Department for Biotechnology, within the Ministry of Science and Technology, Government of India the country would not progress to the desired extent. This was because many of our macro-economic issues of growth were subsumed within that science’s development.
That decision has made India one of the first countries to have a separate department for this stream of science and technology. However the initiation of deliberations to establish the department started much earlier In 1982, after detailed deliberations with the scientific community, and on the basis of recommendations by the then Scientific Advisory Committee to the Cabinet, a National Biotechnology Board (NBTB) was constituted by the Government to identify priority areas and evolve long term perspective for Biotechnology in India. It was also responsible for fostering programmes and strengthening indigenous capabilities in this newly emerging discipline.
