Eligibility Criteria & Educational Qualification

The post of Deputy Director (Engineering) is filled through deputation (including short-term contract) from among eligible officers under the Central Government, State Government, Union Territory Administrations, Major Ports, public sector undertakings, autonomous bodies, universities, or recognised research organisations. All three conditions below must be satisfied:

• Condition (a) – Positional / Seniority: Either (i) officers holding an analogous post on a regular basis in their parent cadre / department; or (ii) officers with 5 years of service rendered after appointment to Level-10 (Rs. 56,100 – Rs. 1,77,500) in the pay matrix on a regular basis in the parent cadre / department.
• Condition (b) – Educational Qualification: Bachelor's degree in Civil Engineering or Mechanical Engineering from a recognised university or institute.
• Condition (c) – Experience (5 years): Experience in the field of either (i) design, construction, and maintenance of civil engineering works including harbour engineering; or (ii) maintenance and operation of different types of cranes, diesel locos, marine engines, winches, and auxiliary machinery in a mechanical or marine workshop or organisation.

Age Limit: The maximum age for appointment by deputation (including short-term contract) shall not exceed 56 years as on the closing date of receipt of applications.

Selection Process & Screening Clause

1. Application Screening: All applications received through the proper channel will be screened by the Ministry for eligibility, completeness of documents, and clearance certificates (vigilance, cadre, integrity, and penalty-free record).
2. Merit Consideration: Among eligible candidates, the Ministry will assess fitness, experience in harbour engineering or marine equipment maintenance, and current level of responsibility for final selection for deputation.
3. Appointment on Deputation: The selected officer will be appointed to the ex-cadre post for an initial deputation period ordinarily not exceeding three years, extendable in accordance with Government instructions.
4. No Written Exam / Interview: This is a direct deputation appointment; no written examination or personal interview is conducted.
5. No TA / DA: No TA / DA will be paid to candidates for submitting applications or attending any verification process.

Required Documents & Instructions for Candidates

• Two copies of the signed Bio-data / Curriculum Vitae form, certified by the Head of Office / Employer.
• Complete and up-to-date ACRs / APARs for the last 5 years, attested by an officer not below the level of Under Secretary.
• Vigilance clearance certificate.
• Cadre clearance certificate along with certificate of immediate relieving upon selection.
• Certificate confirming no major / minor penalties during the last 10 years.
• Integrity certificate from the competent authority.
• The application must be forwarded "through proper channel" and must reach the Ministry within 60 days from the date of publication in Employment News / Rozgar Samachar.
• Candidates applying will not be allowed to withdraw their candidature subsequently.
• Incomplete applications, applications received after the closing date, or applications not received through the proper channel will be summarily rejected.
• Departmental officers in the feeder category who are in the direct line of promotion are not eligible for deputation consideration.
• Officers already on deputation must have their applications forwarded by their parent cadre / department along with the required clearances.
• The cut-off date for determining eligibility will be the last date for receipt of nominations in the Ministry.
