Eligibility Criteria & Appointment Conditions

The post of Joint Secretary in the Ministry of Parliamentary Affairs is to be filled on Composite Method (Promotion plus Deputation). The detailed eligibility conditions are as follows:

Method I — Officers under the Central Government, State Government, or Union Territories

Officers must satisfy both conditions (a) and (b) below:

(a) Service / Pay Level Requirement — any one of the following:

  • (i) Holding analogous posts on a regular basis in the parent cadre or Department; or
  • (ii) With 2 years of service in Level 13A (Rs. 1,31,100 – Rs. 2,16,600) rendered after regular appointment, or equivalent in parent cadre/Department; or
  • (iii) With 3 years of service in Level 13 (Rs. 1,23,100 – Rs. 2,15,900) rendered after regular appointment, or equivalent in parent cadre/Department; or
  • (iv) With 8 years of service in Level 12 (Rs. 78,800 – Rs. 2,09,200) rendered after regular appointment, or equivalent in parent cadre/Department.

(b) Domain Experience Requirement:

  • Possessing 15 years' experience, including 5 years in Parliamentary or Legislative functions.

Method II — Departmental Director Consideration

  • Departmental Director in Level 13 (Rs. 1,23,100 – Rs. 2,15,900) with 3 years of regular service in the grade will be considered along with outsider candidates.
  • If selected, the post shall be deemed to have been filled by promotion.

Key Conditions & Notes

  • Note 1: Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration on deputation.
  • Note 2: Deputationists shall not be eligible for consideration for appointment by promotion.
  • Period of Deputation: Including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/Department of the Central Government shall ordinarily not exceed 3 years.
