4. Eligibility Criteria

Educational Qualification & Experience

Applicants must be Retired Officers from Central/State Government, UT Administrations, PSUs, Autonomous Bodies, or Universities.

  • Superintending Engineer (SE): Retired at Level-12 OR 5 years regular service as Executive Engineer (Level-11). Minimum 10 years experience in Water Resources Engineering (Flood, Hydrology, Irrigation, etc.).
  • Executive Engineer (Civil/Mechanical): Retired at Level-11 OR 5 years regular service as Asst. Executive Engineer (Level-10). Minimum 5 years experience in Water Resources Engineering.
  • Sr. Accounts Officer: Retired at Level-11 OR 5 years regular service as Accounts Officer (Level-10). Minimum 3 years experience in financial matters, Central Govt rules, compilation of accounts, and CPWD system.
  • Section Officer: Retired at Level-7 OR 5 years regular service as Asst/Superintendent (Level-6). Minimum 3 years experience in establishment matters and Govt rules.

Age Limit

  • Maximum Age: 62 years.

5. Selection Process & Structure

This recruitment does not involve a written exam. Selection is based on:

  1. Departmental Selection Committee (DSC): Applications will be reviewed by a committee constituted by the Brahmaputra Board.

6. Remuneration & Benefits

Salary Structure

The monthly remuneration is calculated by deducting the basic pension from the last pay drawn at the time of retirement, along with admissible allowances.

  • If Pension is drawn: (Pay at retirement - Basic Pension) + Allowances.
  • If no Pension: 50% of the last pay drawn + Allowances.

Allowances & Conditions

  • HRA: Not Admissible under any circumstances. Residential accommodation may be provided subject to availability.
  • Transport Allowance: Fixed amount allowed for commuting.
  • TA/DA: Admissible for official tours as per entitlement at the time of retirement.
  • Leave: 1.5 days per completed month (Max 18 days/year). No accumulation/encashment allowed.
  • Working Hours: 09:30 AM to 06:00 PM (Biometric attendance required).
  • Increments: No annual increment or Dearness Allowance during the contract period.

About Brahmaputra Board

The Brahmaputra Board, a statutory body was set up under an Act of Parliament called the Brahmaputra Board Act, (Act 46 of 1980) under the Ministry of Irrigation (Now renamed as Ministry of Jal Shakti). The jurisdiction of the Board includes both the Brahmaputra and Barak Valley and covers all the States of the North Eastern Region, Sikkim and part of West Bengal under Brahmaputra basin. The Board consists of 21 Members ( 4 full time Members and 17 part time Members), representing seven states of the North Eastern Region, North Eastern Council, concerned Ministries – Ministry of Jal Shakti, Agriculture, Finance, Power & Surface Transport - and Departments of the Government of India - Central Water Commission, Geological Survey of India, India Meteorological Department and the Central Electricity Authority.

Since creation of Ministry of Development of North Eastern Region (DoNER) and inclusion of Sikkim and part of West Bengal within the jurisdiction of Brahmaputra Board, a representative of DoNER, the Secretary, WR & RDD, Government of Sikkim, the Secretary, Irrigation & Waterways (I&W) Department, West Bengal, the Chief Engineer, Brahmaputra & Barak Basin (B&BB),Central Water Commission, Shillong and Adviser, North East (NE), Planning Commission are invited as Special Invitees in Board meetings.

The Board started functioning with its Headquarters at Guwahati from 11th January 1982. As per sub-section (2) of section (3) of the Brahmaputra Board Rules, 1981.
