Educational Qualification: M.E/M.Tech

Sub: Advertisement for hiring of three Consultants (Category ‘B’) on contractual basis in the Hazardous Substances Management Division, MoEF&CC.

i. Applications in the prescribed pro-forma are invited from eligible candidates for filling up three posts Consultant ‘B’ in the Hazardous Substances Management (HSM) Division, Ministry of Environment, Forest and Climate Change, New Delhi as per details given below:

i. Consultant ‘B’– 1 HSMD Central Sector Scheme

ii. Consultant ‘B’ – 1 Plastic Waste Management

iii. Consultant ‘B’ – 1 Solid Waste Management 

4. Period of consultancy or Period of Engagement/Tenure:

i. The initial tenure of engagement for a person as Consultant would be upto a period of three years (1+1+1) (subject to performance and presence of the professional in the Division being highly useful).

ii. Continuation of the Consultant beyond three years for upto additional two years will be considered on case to case basis with the approval of Competent Authority.

5. Nature of duties and responsibilities:

i. Scrutinising the various proposals received under HSM Scheme in line with the guidelines. Preparation of check list for proposals to be placed before Project Evaluation Committee.

ii. Reviewing the proposals in line with the various rules, regulations and guidelines in the field of environmentally sound management of wastes and chemicals. 

iii. Assisting for preparation of online portal for processing of applications received under the Scheme.

iv. Organising the Project Evaluation Committee meetings, preparation of agenda and minutes of meeting. 

v. Preparing the notes for processing of proposals and sanctions for central financial assistance.

vi. Follow up with user agency for making entries in PFMS, obtaining utilisation certificates, progress reports

6. Job location: Ministry of Environment, Forest and Climate Change, New Delhi 

7. Qualification and other criteria: For Consultant ‘B’ (HSMD Scheme): 

8. Qualification: Master’s Degree in Engineering or Technology.

9. Experience: (i) should have at least 5 years in the field of environmentally sound management of wastes, and environmental pollution control & management, 

(ii) Good knowledge of M.S. Office. 

10. Desirable qualification and experience: should have experience in working on projects of waste and chemical management, experience in project management and reporting, and should have fluency in communicating and report writing in English.

11. For Consultant ‘B’ (Plastic Waste Management): Qualification: Master’s Degree in Engineering or Technology.

12. Experience: (i) should have at least 5 years in the field of environment, Plastic and Solid waste, sustainable development, natural resource management. (ii) Good knowledge of M.S. Office.

13. Desirable qualification and experience: PhD holders in the relevant field will get preference. Fluency in communicating and report writing.

14. For Consultant ‘B’ (Solid Waste Management): Qualification: Master’s Degree in Engineering or Technology. Experience: should have at least 5 years in the field of environment, Plastic and Solid waste, sustainable development, natural resource management.

(ii) Good knowledge of M.S. Office. Desirable qualification and experience: PhD holders in the relevant field will get preference. Fluency in communicating and report writing.

15. Remuneration & Entitlements:

i. For Consultant ‘B’ (HSMD Scheme): Rs. 80,000/month consolidated

ii. For Consultant ‘B’ (Plastic Waste Management): Rs. 80,000/month consolidated 

iii. For Consultant ‘B’ (Solid Waste Management): Rs. 80,000/month consolidated
