Educational Qualification: Officers under the Central/State Govts. and Union Territories holding posts in the rank of: (a)(i) Executive Engineer or equivalent; or (ii) Assistant Executive Engineer or equivalent with 5 years service in the grade; or (iii) Assistant Engineer or equivalent with 8 years service in the grade; and (b) possessing degree in Civil Engineering of a recognised University or equivalent and preferably experience in a research organisation(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same organisation/Department shall ordinarily not exceed 3 years)
