Educational Qualification: Any Post Graduate
In partial modification of Advertisement No. 3 (10) of 2016 published on 08.11.2016 and Corrigendum dated 12.01.2017 in various newspapers vide which the applications were invited for 05 posts (04-Unreserved, 01 SC) of Senior Scientific Officer (Psychology) in FSL, Madhuban, Karnal, the Commission, in view of an insufficient number of valid applications received, has decided to invite online applications for the said post.

3. Essential Qualifications: Post Graduate degree (at least 1st Division) in Psychology from a recognized university. Three years analytical / research experience in applied Psychology. Hindi/Sanskrit upto Matric standard or Higher Education.
4. Note: No Experience will be considered other than claimed in the application form. The experience will be counted after acquiring the basie minimum qualification. Experience certificate should be supported with documents such as salary slip, payment of fellowship amount, registration and completion of M.Phil/Ph.D., EPF/ESI Statement, Bank Account Statement,26AS statement etc.

Selection Will be Based either Written Exam/Interview
1. The last date for submission of online applications is 25.01.2022.
2. The candidates are directed to upload all the essential documents / certificates in support of their claim, as mentioned in the online application form, while filling the application form. The candidates who had applied earlier in response to Advertisement No. 3 (10) of 2016 published on 08.11.2016 and Corrigendum dated 12.01.2017, need not apply again, if they have been found eligible.
3. The candidates who had applied earlier and their candidature has been rejected, have already been intimated. The age will be determined as on 01.02.2021 and the educational qualifications of the candidates who are going to apply now in accordance with this corrigendum will be determined as on 25.01.2022 (closing date).
4. The other terms & conditions as mentioned in Advertisement No. 3 (10) of 2016 published on 08.11.2016 and Corrigendum dated 12.01.2017 will remain unchanged except fee and age relaxation, which will be as under:-
1. The eligibility of candidates with regard to qualifications, experience and other condition if any will be determined as on the last date of submission of online application forms i.e. 07.12.2016 and age will be on reckoned as on 01.02.2016.
2. The prescribed essential qualifications are minimum and mere possession of the same does not entitle the candidates to be called for interview. Where the number of applications received in response to the advertisement is large and it is not convenient or possible for the Commission to interview all the candidates, the Commission may restrict the number of candidates for interview to a reasonable limit on the basis of qualifications and experience higher than the minimum prescribed in the advertisement or by holding a screening test or any method devised by the Commission.
3. Incomplete Application Form i.e. without signature and supporting documents will be straightway rejected without entering into any correspondence.
4. Haryana Public Service Commission will not be responsible for any delay on the part of Postal Department or Courier Agencies and all the applications received after the closing date will be rejected outrightly.
5. The candidates are at liberty to make any correspondence, if they so desire, with the Commission through online mode only.
6. The submission of the online application form as well as printed copies by the specified date/time is must and failure to do so will result in rejection of the candidature straightway and no representation will be entertained in this regard.
7. The candidates who are already serving in government/ semi government department are required to send their “No Objection Certificate” from his/her employer, otherwise they will not be interviewed. 8. In order to be eligible for applying for the post, a candidate should be:-
a) a citizen of India, or
b) a citizen of Nepal, or
c) a subject of Bhutan, or d) A person of Indian origin who has migrated from Pakistan, Burma, Srilanka and East African countries of Kenya, Uganda and the United Republic of Tanzania (Formerly Tanganyika and Zanzibar) with the intention of permanently settling in India:

Public Service Commissions, both at the Union and at the State level, are amongst the most important Public Institutions with long traditions which have served well. The establishment of this Institution had its origin in the history of Indian nationalism and the persistent demand of the leaders of freedom movement for progressive Indianisation of the Civil Service under British Raj. The Montagu-Chelmsford Report accepted in principle the demand for Indianisation of the higher civil services and accordingly a provision for this was made in the Government of India Act, 1919. The Royal Commission of the Superior Civil Service in India under the Chairmanship of Lord Lee, in its 1924 Report, recommended setting up of Public Service Commission of India. The Public Service Commission of India was set up on 1st October, 1926 under the Chairmanship of Sir Ross Barker.
