Recruitment Overview

The Kerala Academy for Skills Excellence (KASE), the State Skill Development Mission under the Department of Labour and Skills, Government of Kerala, has released a notification for the selection of an agency for the scripting and production of a documentary-style video. The project focuses on the "Synergies in Motion: Kerala-Germany Partnership Summit 2025," which was held on October 24 and 25, 2025.

This is a Direct Recruitment (Contract Basis) for a professional agency. It is not an exam-based recruitment. Interested agencies must submit their technical and financial proposals via email.

Project Scope & Deliverables

The selected agency will be responsible for the end-to-end production process. The final video will be the sole property of KASE.

Deliverables

• Master Film: Duration of 8 to 10 Minutes (Full HD 1920x1080).
• Highlight/Teaser Edit: Duration of 1 Minute (Social Media ready).
• Project Files: Clean feed (without text/graphics) if requested.

Technical Requirements

• Editing: High-quality non-linear editing, motion graphics, professional color grading.
• Audio: Professional English Voiceover, background score/music composition, sound mixing.
• Subtitling: English subtitles for the entire duration.
• Graphics: Animated intro/outro, logo reveal, titles, and lower thirds.
• Branding: Adherence to KASE branding guidelines.

Eligibility Criteria

Agency Experience

Agencies must demonstrate proven experience in:

• Scripting and narrative development.
• Professional filming (testimonials, event coverage).
• Post-production (editing, color correction, audio mixing).

Mandatory Requirements

• Submission must include a proposed documentary concept and structure.
• Must outline key coverage areas, visual approach, and timelines.
• Must provide a financial quote inclusive of all costs (music rights, voiceover artists, production costs).

Submission Deadline

Proposals must be submitted 15 days from 07-02-2026. Calculated deadline: 22-02-2026 to 02-03-2026 (Subject to working days). Late submissions will likely be rejected.

Selection Process

Since this is a contract recruitment, there is no competitive examination. The selection will be based on the following criteria:

1. Technical Proposal: Evaluation of the proposed concept, structure, and technical approach.
2. Financial Quote: Competitive pricing inclusive of all production costs.
3. Experience: Past work and capability of the agency.

Right to Reject: The undersigned reserves the right to accept or reject any or all quotations without assigning any reason.

Terms and Conditions

• The quoted amount must be inclusive of all costs associated with the production (including royalty-free music rights and professional voiceover artists).
• The final video will be the sole property of KASE.
• The selected agency must adhere strictly to quality standards and timelines.
• Payment shall be made as per KASE norms upon satisfactory completion.
• Timeline for delivery:
  • First Draft: Within 3 days of receiving work order/raw footage.
  • Final Output: Within 3 days after feedback incorporation.
• Jurisdiction: Courts at Thiruvananthapuram.
