Sub: Filling up the post of Despatch Rider - regarding The undersigned is directed to state that five posts of Despatch Rider (General Central Service, Group ‘C Non-Gazetted, Non-Ministerial) in Ministry of Home Affairs is to be filled on deputation/absorption basis and on a deputation/re-employment basis (in case of Ex-servicemen) from amongst the employees/applicants who possess the requisite qualification and experience. 1. Name of the post: Despatch Rider 2. Classification: General Central Service, Group ‘C Non-Gazetted, ! Non-Ministerial. 3. Level: Level 2 (19900-63200) 4. No. of posts: 05 5. Essential Qualification : (a) Possession of valid driving license for Motor Cycle or Autorickshaw; (b) Two years experience in driving Motor-Cycle or Autorickshaw; (c) Knowledge of Motor Cycle or Autorickshaw mechanism (The candidate should be able to remove minor defects in vehicle); (d) Ability to read English and Hindi or Regional Languages of the area in which the concerned organisation is situated. (e) Matriculation or Industrial Training Institutes or equivalent pass from a recognised Institute or Board. 6. Desirable: Three years’ service as Home Guard or Civil Volunteers. 7. Job Responsibility : (i) Delivery of letters/files/correspondences etc. within Ministries / Departments and other offices of Government of India. (ii) Any other task assigned from time to time

Selection will be based on deputation basis
1. Applications may be sent in the enclosed Proforma Section Officer (Ad-ll), Room No. 95, North Block, New Delhi 110001 within 60 days of issue of this Circular. Applications received after that and without requisite documents will not be considered.
2. Applicants, apart from MHA (Proper), shall enclose photocopies of ACR/APAR dossiers of last 5 years, Vigilance Certificate & Integrity Certificate. The sponsoring authorities are requested to forward the application of those eligible and interested candidates who can be spared immediately in the event of their selection. The application routed through proper channel and in prescribed format shall only be accepted.

The Ministry of Home Affairs (MHA) discharges multifarious responsibilities, the important among them being - internal security, border management, Centre-State relations, administration of Union Territories, management of Central Armed Police Forces, disaster management, etc. Though in terms of Entries 1 and 2 of List II – ‘State List’ – in the Seventh Schedule to the Constitution of India, ‘public order’ and ‘police’ are the responsibilities of States, Article 355 of the Constitution enjoins the Union to protect every State against external aggression and internal disturbance and to ensure that the Government of every State is carried on in accordance with the provisions of the Constitution. In pursuance of these obligations, the Ministry of Home Affairs continuously monitors the internal security situation, issues appropriate advisories, shares intelligence inputs, extends manpower and financial support, guidance and expertise to the State Governments for maintenance of security, peace and harmony without encroaching upon the constitutional rights of the States.
