Officers under the Central or State Governments or Union Territories or Universities or recognized Research Institutions or Public Sector Undertakings or Semi-Government or Statutory or Autonomous organisation:

(a) (i) holding analogous post on regular basis; or

(ii) with eight years regular service in the grade of Lower Division Clerk or equivalent; and

(b) Possess Degree from a recognized University on equivalent.
