Eligibility Criteria

Eligibility for General Manager (HR & Admin)

• Essential Qualification: Master’s Degree/Postgraduate in Business Administration with Specialization in HRM or its equivalent.
• Experience: At least 15 years of relevant experience in HRM/Personnel Management including Office administration in Government or private organisation of repute.
• Desirable: Candidates with experience of working in externally aided projects will be preferred.

Eligibility for General Manager (Urban Reforms)

• Essential Qualification: Master of Business Administration (IT / Marketing) or equivalent from a recognized university.
• Experience: At least 15 years of overall experience in urban governance, public sector reforms, project management, or related areas. Minimum 5 years of experience in leading large-scale technology/reforms projects across Government and managing multi-disciplinary teams.
• Desirable: Degree/diploma in Public Policy and Management/Public Administration/Urban Planning shall be given preference. Project Management Certifications such as PMP, PMI-ACP, Prince2 or any other equivalent certification is preferred. Strong analytical, documentation, communication and stakeholder management capabilities is must. Good understanding of enterprise IT systems, cybersecurity, cloud, and digital platforms and their implementations in public sector. Proven expertise in vendor/contract management and IT e-Governance.

Eligibility for Deputy General Manager (Procurement)

• Essential Qualification: A first-class graduate in Civil Engineering or relevant field with Advanced Certification in Public Procurement/PDPP or equivalent certification in Public Procurement in addition to MOOC Certification in Public Procurement issued by Finance Department, Government of Assam.
• Experience: A minimum of 8 years of experience in public procurement for and/or on behalf of Government of Assam.
• Desirable: Must have adequate experience in EAP procurements or procurements for projects funded by MDBs.
