Applications are invited from retired Government officers for providing consultancy services on contract basis for three months only to BERC (hereinafter referred as ‘commission’) for assisting the commission in drafting and finalizing cadre rules of officers and staffs of the commission as Consultant under Bihar Electricity Regulatory Commission (Appointment of Consultants) Regulations, 2013 and its subsequent amendments.

1. Name of the Post: Consultant
2. Eligibility and Job Description:
a) The candidate should be retired Government officer having graduate degree.
b) The candidate should have fair knowledge of various establishment/finance related rules/regulations of State Government and capable of handling administrative matters.
c) The candidate should have experience of drafting and finalization of cadre rules of employees for at least five separate entities or separate departments.
3. Period of Engagement: The engagement will be limited to three months and during that period the cadre rules have to be finalized.
4. Remuneration: Consolidate fee will be offered as decided by the commission considering the suitability and experience of the candidate.

Selection Procedure
1. All application shall be scrutinized and shortlisted by a Committee constituted by the Commission.
2. Eligible shortlisted candidates will have to appear before the Commission or the Selection Committee appointed by it for interaction/Interview.

1. The last date for receipt of applications/bio-data, is 07.04.2022 (up to 5:30 PM). Applications received after due date/time and without supporting documents, will not be considered.

The Bihar Electricity Regulatory Commission has been established by the Government of Bihar under Section 17 of the Electricity Regulatory Commissions Act,1998 vide Government of Bihar Notification no. 1284 dated 15th April, 2002. The Electricity Regulatory Commissions Act, 1998 along with the Indian Electricity Act, 1910 and Electricity (Supply) Act, 1948 was repealed by Section 185 of the Electricity Act, 2003. The first proviso of Section 82 (1) has ensured continuity of the Commission along with that of State Electricity Regulatory Commissions by laying down that the State Regulatory Commission established by the State Govt. under Section 17 of Electricity Regulatory Commissions Act, 1998, and functioning as such immediately before the appointed date shall be the State Commission for the purpose of the Electricity Act, 2003.
The BERC was constituted in May 2005. The first Chairman of the Commission was Hon’ble Justice B.N.P. Singh who took oath of office on 20th May, 2005 before His Excellency the Governor of Bihar and retired on 17th April, 2007. The other Members namely Shri B.K. Halder and Shri S.K. Jayaswal who were appointed in May, 2005 and took oath of Office on 11th July and 26th July, 2005 respectively before His Excellency the Governor of Bihar. The Commission became functional from 15th August, 2005. The Commission is located at Vidyut Bhawan-II, Jawahar Lal Nehru Marg (Bailey Road), Patna 800 021.
