Eligibility Criteria & Educational Qualification

Candidates must satisfy all eligibility requirements as on the cut-off date of 31-10-2026.

  • Educational Qualification: MBBS degree with a Post Graduate Degree/Diploma from an NMC-recognized institution in the concerned specialty.
  • Specialties (Advt. 2755 – Non-Teaching SMO): Anesthesia, Dermatology, ENT, Forensic Science, Obstetrics & Gynaecology, Ophthalmology, Orthopedics, Pediatrics, Pathology, General Medicine, Psychiatry, Radiology, Surgery.
  • Specialties (Advt. 2750 – NHM SMO): Anesthesia, Dermatology, ENT, Obstetrics & Gynaecology, Ophthalmology, Orthopedics, General Medicine, Psychiatry, Radiology, Surgery.
  • Medical Council Registration: Candidate must possess valid registration with the appropriate Medical Council (NMC or State Medical Council) as required during online application.

Selection Process & Bidding Mechanism

Selection is conducted through a facility-wise bidding process based on the monthly remuneration quoted by eligible candidates. There is no written test or in-person interview.

Bidding Rules

  • A candidate may submit bids for a maximum of three facilities in one application form.
  • Monthly remuneration must be quoted separately for each selected facility, not exceeding Rs. 3,00,000 per month.
  • The quoted bid is treated as final for facility-wise consideration and must be clear, complete, and unambiguous.

Method of Selection (L-1 Evaluation)

  • For each facility, the eligible bidder quoting the lowest acceptable monthly remuneration is considered L-1.
  • If two or more eligible candidates quote the same rate, the tie-break criteria are applied in order: (i) Post Graduate Degree over Diploma; (ii) greater relevant experience; (iii) date of birth; (iv) other criteria prescribed by the Department of Personnel, Administrative Reforms and Rajbhasha.
  • Preference to PwD and reserved-category candidates is given as per applicable Government provisions, including negotiation at the L-1 rate where applicable.
  • If the L-1 bidder does not join within 30 days, the facility may be offered to the next eligible bidder (L-2, L-3, L-4, etc.), continuing until the post is filled or bidders are exhausted.
  • Reserved-category quotas are filled first from L-1; if unfilled, from L-2 bidders whose quota is not fulfilled, and so on.
  • The Department may reject any quoted rate considered unacceptable. Selection does not confer any right to appointment or continued engagement.

No TA/DA is paid for this selection process as the entire application and evaluation is conducted online.

Nature & Tenure of Engagement

  • The engagement is purely contractual and continues only until a regular Specialist Medical Officer is posted against the concerned facility/post.
  • An agreement may initially be executed for three years, but the allotment/engagement is co-terminus with the financial year and may be renewed with mutual consent until regular posting is made.
  • The allotted facility is non-transferable.
  • The engagement does not confer any claim for regular appointment, absorption, seniority, or other service benefits applicable to regular Government employees.
  • Accommodation: Where Government accommodation is available, the selected SMO shall reside there; otherwise, the officer shall ordinarily reside within a 3 km radius of the District Hospital.
