Eligibility Criteria & Educational Qualification
Educational Qualification by Post Level
Level-2 (Group 'C') – Minimum Education:
- Option A: 12th Pass or equivalent with 50% marks in aggregate. The 50% aggregate requirement will not be insisted upon for SC, ST, PwBD, Ex-Servicemen candidates, and candidates possessing a qualification higher than 12th.
- Option B: Matriculation (10th Pass) / SSLC + ITI in relevant trade recognised by NCVT/SCVT.
- Option C: Matriculation (10th Pass) / SSLC + Course Completed Act Apprenticeship in relevant trade.
Level-1 (Erstwhile Group 'D') – Minimum Education:
- Matriculation (10th Pass) OR ITI or its equivalent OR National Apprenticeship Certificate (NAC) granted by NCVT.
Scouting & Guiding Qualifications (Mandatory for Both Levels)
- Rank Certificate: President Scout / Guide / Rover / Ranger OR Himalayan Wood Badge (HWB) holder in any section.
- Active Membership: Must have been an active member of a Scouts Organization for the last 05 years. Certificate of Activeness must be in the prescribed format as per Annexure – A, certified by the Group Leader, District Organising Commissioner, and District Commissioner (with name, date, and rubber stamp).
- Event Participation: Must have attended two events at National Level OR All Indian Railways' Level AND two events at State Level.
Provisional Certificate Note: As per Railway Board's letter No. E(NG)II/2023/RR-2/1 dated 10.04.2024, candidates holding provisional certificates of a President Scout/Guide/Rover/Ranger or HWB holder are provisionally allowed to participate in the selection procedure. Empanelment/appointment will be regulated as per the Board's instructions dated 07.02.2000.

Important: A separate examination fee is payable for each application. Candidates applying for both Level-2 and Level-1 posts must pay fees independently for each. Minority and EBC candidates claiming fee waiver must submit the declaration/income certificate (Annexure – I / Annexure – II) at the time of document verification.
Selection Process & Screening Clause
The selection process consists of a written examination (CBT) worth 60 marks and marks on certificates worth 40 marks, for a total of 100 marks. Candidates found eligible for appointment must also pass the prescribed medical examination conducted by the Railway administration.
Written Examination (CBT) – 60 Marks
- Separate Computer Based Tests (CBT) will be conducted for Level-2 and Level-1 posts.
- Structure: 40 objective-type questions (40 marks) + 01 essay-type question (20 marks) relating to the Scouts and Guides organization, its activities, and General Knowledge.
- Marking: +1 mark for each correct answer; 1/3 mark deducted for each incorrect answer (no negative marking for the essay question).
- Minimum Qualifying Marks: 40% in the written examination for all categories.

Document Verification & Merit List
- Based on written examination performance, candidates equal to 5 times the number of vacancies will be called for Document Verification, separately for Level-2 and Level-1 posts.
- Empanelment will be made in order of merit based on overall marks obtained in the Written Examination (60) and Marks on Certificates (40).
- Appointees must pass the medical examination conducted by the Railway administration.

TA/DA: No TA/DA will be paid to candidates appearing for the written examination or document verification. However, a Second Class free journey pass will be issued to SC and ST candidates from the nearest Railway station mentioned in the application form whenever they are called at any stage of recruitment.

- Two recent passport-size photographs and Valid Photo ID Proof (Aadhaar / Voter ID / PAN).

Key Instructions
- Candidates must fulfil all eligibility norms before applying. Certificates acquired after 06.11.2026 will not be considered.
