Sub: -Filling up of posts of Accountant purely on transfer on deputation basis in O/o Chief Financial Controller, MCAT at various stations. Office of the Chief Financial Controller of Accounts, Ministry of Civil Aviation and Tourism, New Delhi proposes to fill up some vacant posts of Accountant purely on transfer on deputation basis by taking persons of appropriate grade from other Organized Accounts Services, Central Government, State Government or Autonomous Body which are fully funded by Central or State Government as per details mentioned below: -
1. Name of the Post: Accountant
2. Grade/ Classification: General Central Service, Group-C (non-Gazetted), Ministerial
3. Pay Matrix/Pre. revised pay band/ Grade pay Matrix: Level-05 (Revised) {Pay Band-I, Rs. 5200-20200 + Grade Pay as. 2800/-
4. Name of Station where vacancy of Accountant to be filled on transfer on deputation basis: Delhi, Mumbai Kolkata, Chennai
5. Duties and Responsibility: As per the CCAS Recruitment Rule (Accountant and Sr. Accountant) - 2010. However, the candidates should be well- versed with Accounts/ Establishment/ Administration work etc. Preference will be given to the candidates having knowledge of computers.
6. Eligibility criteria: Applicant must be of appropriate grade (analogous post) from other Organized Accounts services, Central Government, State Government or Autonomous Body which are fully funded by Central or State Government and also:-
l. Holding analogous post in the pre-revised Pay Band-I, as. 5200-20200 plus Grade Pay as. 2800/-1 (Pay Level-05, revised) on regular basis; or equivalent grade (or)
II. Serving in the pre-revised Pay Band-I (Rs. 5200- 20200) plus Grade Pay as. 2400/- (Pay Level-04 revised) having minimum 05 years regular service in the grade (or)
Ill. LDCs/Equivalent grade in the Pay Band-I (Rs. 5200-20200) plus Grade Pay as. 1900/- (Pay Level -02 revised) having minimum 09 years regular service.
IV. Combined service of 09 year in parent cadre in the pay band/ equivalent grade (i) and (ii) above.
V. The minimum qualification for the post of Accountant is Bachelor's Degree from a recognized University.

Located at Rajiv Gandhi Bhavan at the Safdarjung Airport in New Delhi, the Ministry of Civil Aviation is responsible for formulation of national policies and programmes for the development and regulation of the Civil Aviation sector in the country. It is responsible for the administration of the Aircraft Act, 1934, Aircraft Rules, 1937 and various other legislations pertaining to the aviation sector in the country. This Ministry exercises administrative control over attached and autonomous organizations like the Directorate General of Civil Aviation, Bureau of Civil Aviation Security and Indira Gandhi Rashtriya Udan Academy and affiliated Public Sector Undertakings like National Aviation Company of India Limited, Airports Authority of India and Pawan Hans Helicopters Limited. The Commission of Railway Safety, which is responsible for safety in rail travel and operations in terms of the provisions of the Railways Act, 1989 also comes under the administrative control of this Ministry.
