North Eastern Council Invites Application for Adviser Recruitment 2022

The North Eastern Council Secretariat is looking for services of a suitable officer for filling up one (1) post of Adviser (Health) on deputation (including short term contract) basis. The pay and other terms and conditions of deputation will be regulated in accordance with DOPT's O&M No.6/8/2009-Estt.(Pay-II) dt.17.06.2010 as amended from time to time.

1. Name of the post: Adviser (Health)

2. No. of post: 1 (one)

3. Scale of pay: Rs.18,400-500-22,400/-(sh CPC PB-4 Rs.37,400-67,000/- +GP Rs.10,000/- (6 CPC) corresponding to Level 14 of Pay Matrix of 7th CPC.

4. Method of recruitment: Deputation (including short term contract). Officers under the Central Government or State Government or Union Territories or Recognised Research Institutions or Universities or Public Sector Undertakings or Statutory or Semi Government or Autonomous Organisations:

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) having three years service in the grade rendered after appointment thereto on regular basis in posts in the scale of pay of Rs.14,300-18,300/- (5th CPC) /PB 4 Rs.37,400-67,000/-+ GP Rs.8,700 (6" CPC) corresponding to level 13 of Pay Matrix of 7th CPC or equivalent in the parent cadre or Department; or

(iii) having eight years service in the grade rendered after appointment thereto on regular basis in posts in the scale of pay of Rs.12000-16,500/- (5th CPC PB 3 Rs.15,600-39,100/- +GP Rs.7,600/- (6 CPC) corresponding to level 12 of Pay Matrix of 7th CPC or equivalent in the parent cadre or Department; or

(iv) having thirteen years service in the grade rendered after appointment thereto on regular basis in posts in the scale of pay of Rs.10,000-15,200/-(5th CPC)/ PB 3 Rs.15,600-39,100/- + GP Rs,6,600- (6" CPC) corresponding to level 11 of Pay Matrix of 7th CPC or equivalent in the parent cadre or Department; and

(b) possessing the following educational qualifications and experience:

(i) Recognised medical qualifications included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than licenciate qualifications) to the Indian Medical Council Act, 1956 (102 of 1956). Holders of educational qualifications included in Part-l of the Third schedule should also fulfill the conditions stipulated in sub-section (3) of Section 13 of the Indian Medical Council Act, 1956 (102 of 1956).

(ii) Post Graduate Degree or Diploma mentioned in Schedule VI of Central Health Service or equivalent;

(iii) 16 years' standing in Medical profession including five years administrative experience. (Period of deputation or contract including period of deputation or contract in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government, shall ordinarily not exceed five years.

5. Job requirements

(a) To advise Secretary, North Eastern Council in taking up comprehensive programmes in the region connected with the health and educational programmes.

(b) To formulate the on-going health projects and schemes in the region under the North Eastern Council Secretariat and such projects and schemes being implemented in different states.

(c) To assist the State Governments of the Region in all matters pertaining to these fields or activities.
