Skills / Eligibility

1. Position: Senior Superintendent

2. No of Post: 08

3. Qualifications & Experience:

(i) He/she should not have retired below the rank of Superintendent in HPPWD or HPJSV.

(ii) Knowledge of accounts which includes checking of MAS, record entries made by junior engineer in MB, passing of bills with statutory deductions as GST, Income Tax, Labour Cess etc, writing of cash book, deposits of GST and other deductions in proper head, calling of tenders, its award, agreements, notice to contractors, maintenance of all records of financial transactions and its returns.

(iii) He/she should have fair knowledge of computer and On-Line working.

(iv) He/She should have at least Five years working experience in account Branch and not retired before January 2016.

4. Remuneration: Last monthly pay-drawn minus the pension as per the policy of the State Government. This monthly remuneration/fe e shall be subject to applicable TDS deductions.

5. Roles and Responsibilities: 

(i) Assisting WUA and technical team in calling of tenders, documentation, award of work, processing the tender’s documents for STEP.

(ii) In assisting WUA and technical team in Scrutiny of contractors/suppliers bills as per agreements.

(iii) Assisting Writing of cash books of WUAs.

(iv) Assisting Deductions of GST, Income Tax, Labour Cess and other deductions from bills and depositing the same in proper head.

(v) Assisting WUAs to maintain complete record of agreements, financial transactions and to submit returns from time to time.

(vi) Assisting WUA in writing notices to contractors for timely completion of works and granting extension in time to keep the agreement Live.

The agro-climatic diversity in the state with its high rain fall distributed over a four month monsoon and a reasonably moderate winter allows for growing a variety of Horticultural crops. The normal rainfall received from June to September from South-West monsoon is immensely suitable for growing perennial fruit crops like mango, litchi, guava, oranges and limes : annual fruit crops like banana, pineapple and papaya, spices like ginger, turmeric and chilly, a variety of root and tubers and a whole range of vegetables. The low temperature existing in hilly areas at higher altitude offer ideal conditions for growing off-season vegetables. The state thus enjoys a natural comparative advantage for Horticulture with possibilities for growing a diversified basket of fruits, vegetables, spices, tuber crops and flowers whose potential has not been fully exploited. Perennial Horticulture crops also help the farmer to secure against unforeseen droughts. Preferably existing high land of our state is mostly suitable for cultivation of perennial fruit crops. Likewise large tract of soils in the state having light textured red soils, with low water holding capacity, low fertility are quite conducive for growing horticultural tree crops e.g. mango & cashew.
