Essential Qualification
- AEE (Civil): A Degree in Civil Engineering from a Government-recognised university or institution, or Associate Membership of the Institution of Engineers (India) in Civil Engineering, and a valid GATE score in Civil Engineering.
- AEE (Mechanical): A Degree in Mechanical Engineering or AMIE in Mechanical, and a valid GATE score in Mechanical Engineering.

GATE Score Card Rules
- A GATE score is valid for three years; only GATE 2024, 2025 and 2026 score cards are accepted.
- The candidate's GATE marks must be at or above the qualifying mark for their category printed on the score card (e.g., an SEBC candidate with 32.5 marks against an OBC-NCL qualifying mark of 33.3 is not eligible).
- Only the QR-coded GATE score card is accepted — a GATE mark sheet is not.
- If score cards from more than one year are held, the candidate uploads one and is considered only on that one.
- An affidavit in the format at Annexure-I of the advertisement, affirming the score card is genuine, must be submitted. Forgery is a criminal offence leading to debarment.
- OPSC may ask candidates to log in to the GATE portal during verification; keep your GATE enrolment ID, email and password accessible.
Age Limit (as on 1 January 2026)
- Minimum 21 years; maximum 42 years (born not earlier than 2 January 1984 and not later than 1 January 2005).
- Upper-age relaxation: 5 years for SC, ST, SEBC, women and ex-servicemen; 10 years for persons with 40% or more permanent disability; PwD candidates of SC, ST or SEBC receive a cumulative 15 years.
- Junior Engineers of the Diploma Engineers' Service who acquired a degree later may apply up to 45 years, with not more than five chances.
- A candidate in more than one category receives only one relaxation, except the cumulative PwD addition noted above.
- The date of birth recorded in the HSC (10th) certificate is the only one accepted.
Knowledge of Odia Language
All candidates must be able to read, write and speak Odia. They must hold at least one of the following, evidenced by an appropriate certificate:
- Passed the Middle School examination with Odia as a language subject
- Passed Matriculation or equivalent with Odia as the medium of examination in a non-language subject
- Passed Odia as a language subject in the Class VII final examination of a recognised school
- Passed the Odia test of Middle English School standard conducted by the School and Mass Education Department or the Board of Secondary Education, Odisha
Candidates without Odia in the HSC certificate must upload a Headmaster's / Principal's certificate or Odia Test Pass Certificate issued before the last date. OPSC may test Odia proficiency at the interview stage.
Other Eligibility Conditions
- Citizen of India; must be of sound health (confirmed by a Medical Board before appointment; this provision does not apply to PwD candidates).
- Not more than one living spouse unless exempted by the State Government.
- Government servants may apply if eligible; they must inform their Head of Office in writing and produce an NOC at document verification.
- Candidates debarred by OPSC, another State PSC or UPSC are not eligible during the debarment period.

Selection Process & Screening Clause
- Document Verification (Phased): Candidates are called category-wise in order of the uploaded GATE score, in reasonable numbers, for scrutiny of the score card, documents, eligibility and reservation claims. Appearing at verification confers no right to selection.
- Shortlist for Interview: After document verification, approximately two times the advertised vacancies per category (minimum five) are shortlisted based on GATE score.
- Interview (10% weightage): The Commission may test Odia reading, writing and speaking during the interview.

- Register on the OPSC portal between 22 October and 11 November 2026 (5:00 PM). The form is system-driven; options open based on the data entered — enter all information accurately.
- For AEE (Civil), mark the order of preference among Water Resources, Works, and Housing and Urban Development. This preference is final.
- Upload scanned images of a recent passport-size photograph, full signature, and left-hand thumb impression. Unclear images lead to rejection without correspondence.
- Upload all required documents including the QR-coded GATE score card for the chosen year and the Odia certificate where applicable.
