The Himachal Pradesh Rajya Chayan Aayog (HPRCA), headquartered in Hamirpur, is the premier statutory recruitment agency of Himachal Pradesh. Reconstituted to supersede the erstwhile HP Staff Selection Commission (HPSSSB), HPRCA is tasked with conducting transparent, merit-based, and digitally fortified selections for all Group C non-gazetted, technical, and ministerial vacancies across state government departments.

Eligibility Norms & Bonafide Himachali Guidelines

Candidates must fulfill specific educational and domicile criteria laid down in respective department recruitment and promotion (R&P) rules:

• Domicile & Schooling Mandate: In accordance with state recruitment norms, candidates for Group C posts must have passed Matriculation (10th) and 10+2 from a recognized school/institution situated within Himachal Pradesh. This stipulation is relaxed for Bonafide Himachalis who completed their schooling outside the state.
• Educational Qualifications: Ranging from 10+2 with recognized IT diploma (for JOA IT) to Bachelor's Degree in Science/Arts with B.Ed. & HP-TET (for Teaching posts) or Diploma/Degree in Engineering (for JE posts).
• Age Limits: Minimum 18 years and maximum 45 years as of 1st January of the recruitment year. Upper age relaxation of 5 years is granted to SC, ST, OBC, PwD, and Ex-Servicemen of Himachal Pradesh.

Selection Process & Computer Based Test (CBT) Pattern

HPRCA has spearheaded modern digital assessment methods replacing pen-and-paper OMR tests:

1. One-Time Registration (OTR): Online profile creation and DigiLocker-integrated document verification on the official portal (hprca.hp.gov.in).
2. Computer Based Test (CBT): Comprehensive objective assessment typically consisting of 120 multiple choice questions (MCQs) for 120 marks with 1/4th negative marking. Subject knowledge accounts for 85 marks, while Himachal Pradesh General Knowledge (history, geography, flora, fauna, tribal culture) and current affairs account for 35 marks.
3. Z-Score Normalization: For multi-shift examinations, normalized scores are calculated using the statistical Z-score method to ensure parity across shifts.
4. Skill & Efficiency Test: Mandatory typing qualification (30 WPM English or 25 WPM Hindi) for JOA/Clerk, or shorthand test for Stenographers.
5. Document Scrutiny & Merit List: Digitized document verification followed by final allotment based strictly on CBT merit and category reservations.

Pay Scale, Allowances & Promotion Hierarchy

Salaries in HPRCA are governed by the Himachal Pradesh Civil Services (Revised Pay) Rules, 2022:

• Group C Technical & Engineering: Pay Level 7 to Level 10 (₹28,900 – ₹1,12,800) with Dearness Allowance (DA), House Rent Allowance (HRA), and Tribal/Remote Area Allowance.
• Clerical & JOA (IT): Pay Level 3 to Level 4 (₹20,200 – ₹81,200).
• Job Trainee Cadres: Selected posts like Patwari or JBT serve a structured training/probation period with a fixed monthly contractual stipend before regular pay scale absorption.
